Deleting a Temp File from the Storage location

Why is the temp file associated with the media connection being deleted?

Before submitting a form, if you click the trash icon to delete any type of media that has a connection on the field, the temp file from the storage location is deleted. However, if you delete the form out of the Saved folder or delete a dynamic table row that the media field is on it does not delete the temp file.
